Second Supplemental - O.C.D.C. | Anthony R. Friedman

With regard to Anthony R. Friedman Mo. Bar Number #65531 on April 9, 2026 Friedman filed an application for an Ex Parte Order of Protection naming Albert B. Pepper Jr as Respondent.

Case Number: #2611-PN0054

Within that Ex Parte application Friedman made a multitude of baseless allegation naming Pepper having no basis in fact. 

On May 13, 2026 Anthony R. Friedman and Albert B. Pepper Jr. both made their appearance in Div. 12 of the 11th Judicial Circuit of St. Charles County and presented before Hon. William Byrnes for a motion hearing and to provide testimony and oral arguments.

Pepper acting as Respondent pro se filed a Motion to Dismiss With Prejudice and after consideration of the Ex Parte Petition, The Motion to Dismiss With Prejudice and the oral arguments Hon. William Byrnes granted Respondent Pepper's Motion to Dismiss With Prejudice in Full with no amendments or stipulations.

As a result of the reckless filing by Anthony R. Friedman naming Albert B. Pepper Jr. having no basis in fact Friedman made several violations of the Missouri Model Rules of Professional Conduct (Rule 4) of which Pepper has no proceeded to author and submit to the Office of Chief Disciplinary Counsel a "Second Supplemental" to the primary complaint that was filed on December 22, 2025 that resulted into the opening of an investigation of Friedman on February 17, 2026 File #25-2531-X.

Furthermore, a "Supplemental" to the Primary Complaint was filed with the O.C.D.C. naming Anthony R. Friedman as Respondent was filed on February 12, 2026 therefore this third complaint referred to as "Second Supplemental" is now a tripartite anthology of violations of the Missouri Model Rules of Professional Conduct that demonstrates a protracted pattern of seven years in length from 2019 - 2026. 

Below is a summary description of the three parts of the anthology, how they present and demonstrate a pattern of professional misconduct that impacts three different domains.

1) Primary original complaint was with regard to Friedmans professional misconduct while acting as legal counsel of the complainant while employed with The Simon Law Firm P.C.

2) Supplemental complaint was with regard to Friedmans professional misconduct in solo practice d/b/a/ Friedman Law Firm LLC and how he presents his practice to the broader consumer and general public.

3) This Second Supplemental is with regard to Friedman d/b/a/ Friedman Law Firm LLC whose professional misconduct was perpetrated upon the tribunal, 11th Judicial Circuit and upon the Respondent Pepper named in the application for an Ex Parte Order of Protection.

Enclosed please find my Second Supplemental Complaint regarding additional violations of the Missouri Rules of Professional Conduct by Respondent Anthony R. Friedman.

This filing addresses Respondent’s filing of a Petition for Order of Protection (Case No. 2611-PN00554) while your investigation was pending. On May 13, 2026, the Honorable William Byrnes dismissed that Petition with prejudice after a hearing.

Collectively, the Original Complaint, First Supplemental Complaint, and this Second Supplemental Complaint demonstrate a clear and escalating pattern of professional misconduct by Respondent spanning his duties to clients, to the public, and to the tribunal itself. I respectfully request that this Second Supplemental Complaint be consolidated with the pending investigation (File #25-2531-X).
